In our recent work "Solution ionic or non-ionic conduct & retain electrical energy" published in www.hpathy.com July2012 issue, we have shown that not only Pure water can conduct & retain electrical energy but both Ionic solution (Salt Solution) as well as Non-ionic solution (Sugar Solution) are able to conduct and retain electrical energy.
